I got a package last year where CBSA opened a a box containing 3 bags of BB's and some parts.
The results were my parts swimming in 0.2 and 0.25 along with that S shaped foam shit. I was never the same again.

I read the refunding procedure link...
In short, if the officer decides that there has been damage, they MIGHT refund you the duty you paid, and UP to 85% of their estimated cost of the damaged items. Thing is, they probably have a price list for thing they have to refund, and an other one to estimate how much we have to pay duty.... Again, it's up to 85%, so if they cut a 1" opening in a tact vest, they might refund you 5$ because they consider it can be repaired for that amount... You are kidding me... |

They will use the declared value in most cases to determine the amount of the damage. If the seller marks down your $200 scope down to $20 you are pretty much fucked if customs breaks it.
