Check hunting shops, maybe surplus stores...
I know at work we've got rolls of hessian for scrim...so if you have a buddy in the CF you might be able to score some strips.

Canadian Tire
They sell them as winter tree covering, they already have a mild flame retardant on them too (but I would still HIGHLY suggest soaking them in a flame retardant) |

Some surplus stores may carry the rolls. Another option is to head to a fabric store such as fabricland. you can get dyed burlap by the meter and it's about 1-1.5 meters wide for $6-8/meter and then you just have to cut your own strips. That's the route I went for the ghillie I am building right now as well I used strands of jute twine that I dyed myself.

Check with your unit QM, they should have big fuck off rolls of hessian in a couple different colors, usually brown, tan, green and black. IIRC the strips are 2" wide.

Already dyed kits are more expensive than the whole setup you could make yourself. Buy some burlap roll at any Rona, ot CT. Cut them in 10 inchs squares, spray paint them with Krilon (OD for brown) and Brighter green to make green. Tan is the base color of the jute. And attach it to your ghillie netting. The pray part is fast and simple. The gutting of the strand take longer and is messyer. But it's worth it.

You can't go out with your burlap and spray paint and do it?
If there is that much rules, they won't let you do the work inside, since it's messy and require terrow vacum cleaning with a Shopvac.
