M4/M16 Metal Upper - The best for your buck

I am looking for websites to get a metal upper reciever. I was looking at Noveske or VLTOR Dytac ones, but where can I get one that price is low, and where shipping doesn't kill me.

Anyone know where I can get the ones with the locking bolt?

I'm pretty sure both are needed for the lock to work.
