I've seen alot of pics of Iraqi police and military and they seem to have all sorts of different protective vests ranging from old PASGT vests to brand new BHI plate carriers. Try digging through the Second-Chance, American Body Armor and Protech websites and see if you can find something similar. Because the vest in the pic looks like any other vest just with Arabic writing stamped on the back.
Not much of a help but their gear is really hard to narrow down! |

The brown material is definitely not part of the vest, probably just a shirt or jacket or something.
