Does the ICS Hop Up unit have to be able to move?

My Hop up unit and barrel are now snug in the new steel outter barrel I installed does it need to be able to spring in and out cause at this point it doesn't move at all it is snug in place.

No it should be snug up to your mechbox.

There's a spring in there that pushes the chamber back against the upper gearbox. It should be there, the chamber should move, and that spring provides the tension against the gearbox.

At times when I installed new outerbarrels, I filed down the guide tabs on the sides of the chamber so it would move freely inside the outerbarrel.

I have that spring but its really tight in there Ill sand it until it slides in and out easier(TWSS) at this point the hop up is right up against the mechbox.

You have to open-up the tabs in the outerbarrel to fit the ICS hop-up.

You can also use a regular hop-up unit, just have to shave of the front part of the square reinforcement at the feed tube.
