Monadnock plastic double cuffs - sources and import law?

Hello guys,
I'm trying to get those Monadnock plastic double handcuffs for SEAL VBSS gear, and I ran into some knock-offs while shopping for German gear here:

Now does anyone know if:
1. Is it legal to import and own law enforcement items like handcuffs in Canada?
2. Is there a Canadian retailer that sells it to civilians? (Nope, Seals Action Gear don't have the plastic ones)

It's legal to buy and own.
R. Nicholls sell some, but I'm pretty sure they are overpriced.

Checkout military gear online stores, they usually have some or other variant.

The new folding one are better, they take less space, won't snag as much and can be fitted in molle gear.

I think I'll just get the Miltec knock-offs.
Dunno why the Indonesian geardos from warjunkies.net said they're hard to find.
