Did they indicate why they seized them? You could definitely appeal that.

Appeals can take a long time. Ken from 007airsoft just won an appeal for a shipment of accessories from September 2006.

Yes they can take a long time but it's worth it simply for clearing your name. If you're flagged as someone who potentially tries to smuggle in restricted/prohibited items, that follows you around.

there's no indication of seized goods in the box or in the packing slip. Maybe ehobby forgot to place them in the box even if the customs invoice stated has 2 x boxes of toy parts??? kind of weird. I tried to contact cbsa but they put me in waiting line and jump me from a office to an other.

yeah if they seized them they would have sent you a nice letter stating why they seized them.

Oh yeah, for sure it's worth it but I was just pointing out it can take a long time and not to expect the shipment to be released anytime soon.

Keep trying to get a hold of CBSA. Your best bet is to politely explain your position and hope you get a level-headed officer on the other end.

^The above assumes the event of actual seizure, as opposed to customs taking its time checking the package.

They can't just "forget" to put that letter in the package. Not properly notifying of a seizure is a breach of their rules of conduct. If the number they gave you is no good, ask for another one.
