Are they? Considering the Chinese don't use ARs, that would seem odd to me. Also, Hong Kong is not China just like Monaco is not France.

Hong Kong is part of China in a "1 country 2 systems" theme Since the british return Hong Kong back to China they have agree on the 50 year rule thing.. (Which was not agreed on back when British took Hong Kong, because PRC did not exist back then. It was ROC who they agreed with)

I dunno if it's relevant or not, but I've sent 2 emails to these guys asking some very basic questions, and I haven't received a response yet.

Hong Kong is not part of China just like Monaco is not part of France. Hong Kong is a 'Special Administrative Region', which is really just legalese for principality. For the most part, they run their own shit.
