Thats a good point.

If the kids want to play have the parents age verified on here. This way you will also be able to put a face to the parent/kid.

Thing is if kids want to play they will find a way so why not show them a good pace to do it and the right way to do it so things don't get messed up in your area

Well all these kids live in the area so I figured the best thing to do would be to do face to face meetings with the parrents and get them to sign the forms then.

thats the best idea, but don't forget to include a clause resembling:

'I will not assume legal responsibility for any/all actions performed by your little darling, which may entail them being taken away by the police if they violate the law.'

nope, i'm not a lawyer, but i know that unless you're careful this could be a real pain for you. GO SLOW and pick good kids first, then friends IF they can vouch for them and so forth.. and don't be afraid to kick people out, this will keep the rest in line and make things run alot smoother.
