Simple trick of photography, they just set the camera to have more aperature priority rather than shutter speed to make it look bright without a flash look how over exposed the areas around the lights are.
yeah, I know exactly what you mean, I just didnt think about it at all LOL. I took photography in highschool ( got 4% )
