So Im guessing there is licensing needed to import smoke grenades? I would prefer them than the grenades at this moment as they do emit sparks and that is a fire hazard in and on some fields.

I'm going to guess the smoke grenades get pretty hot as they burn. Since they sit in one spot while burning for a minute, if it's in dry grass you'll run a pretty good chance of starting a fire.

So we are not lucky enough to have the Ball Grenade Ring Pull Ignition Powder. I really love the look of it and it looks very effective in CQB to clear the room, especially the pull ring function, it add more realistic.

Here is the link of close look : http://www.tlsfx.co.uk/p-33-ball-gre...on-powder.aspx

Now does cold burn mean a chemical reaction, and you can hold it your hand, or does it just mean no sparks?

Cold burn normally means no external flame

That's what I thought and heat will start fires, you don't need sparks.

I've done enough "I know it's been five weeks without rain but smoke's OK right" and then running back to stamp out a smoldering grid square.

It would be wise not to use them when it's dry like that, but in normal field, where the forest is not dry, cold burn grenades are safe.

Unfortunately there are zero of the frag grenades in country. But there is hope... maybe. http://www.ricochetdirect.com/ has imported all of these items into the US of A. Still a far cry from into Canada, but at least they are not in the United Kingdom. This is all bulk pricing and packaging BTW.
