I have a replacement piston head O ring that I'm going to try. Like I said, the cylinder port is in correctly, and I did not see any damage.
One thing I did forget to mention is that when I tried it brand new out of the box it had the same low FPS readings (though I didn't fire a lot of shots as the motor was a lemon).

Little bit of progress. I took the hop up unit apart and noticed that the C clip was broken. The hop up rubber was also full of shit, and so was the barrel underneath. I replaced the barrel with a madbull python v2, and the bucking with a firefly. It's now up to 270-280fps.

Replaced the cylinder head O ring, cleaned the factory grease and replaced with TM silicone grease!...
...lost 50 fps. FUUUUUUUUUUCCCCCCCCCKKKKKKKKKKKKKKKKKKKKK *edit* Alright, I replaced literally every compression part in the gun, and now it's up to 360fps. I'm thinking it was actually a leak between the cylinder head and the nozzle, as when I tried a different nozzle on the stock CA head, it leaked like crazy.
