I'd imagine that it isn't! However I note that a lot of sites say that they ship to Canada, even adding Canada to lists that have specific countries singled out because you wouldn't be able to ship them in. It seemed like it had to be possible (if not at all practical).

That is correct. These companies absolutely will ship to Canada. They will only ship to Canada after you wire them the money, and they also will tell you that they are not responsible for any seized items by Customs, and it's your responsibility. They will also tell you that you will not get your money back if the item is seized. So as long as you pay them the money, they will ship it wherever you would like them to ship it.

A few months ago my friend ordered a Systema M4A1 tightbore barrel from UNCompany and it was seized by customs. I guess customs read the M4A1 sticker and labelled the item as a "gun part".
