Condor Quick Release Plate Carrier

Is this a new condor product and if not, does anyone have any experience with it? I'm interested in where the carrier closes up, does it have a cummerbund that attaches at the front of the carrier with hook and loop like a land CIRAS or if it is on the side like a maritime?

I own this exact condor plate carrier in OD. It attaches with the velcro cummerbund in the front of the vest and the straps attach in the back (adjust the size of the shoulder straps) I'm not sure if it is similar to a CIRAS because I'm unfamiliar with how they are set up.
