Well, 3-4 burst, sounds like the cutoff lever is perhaps getting caught up on something, or is somehow being hindered so it isn't cutting off the switch after just one cycle. I would check its mobility to see if it is completely free moving. Sounds weird though... I am getting 2 shot burst now, but only when I use a large 10.8V battery so it is overtorquing or something curious.. But that sounds like its obviously independent of that since the stronger spring didn't do anything.
