Yes, they do have it. just need to get verified you age then you are good to go.
I used to have ICS L85A2, I'm so impress with this gun but I end up broke it and sell it as parts.
I would suggest you go to VFC SCAR-L which I used it right now if you are looking for SCAR.
Keep in mind that L85A2 give me a hard time to reload magazines once you used to reload mag in the front.
