It doesn't need to be; an explosion is cause by the rapid expansion of gas.
Sure, you could call the propane 'more dangerous' because it could catch fire while exploding if near an open flame, but pressure on the vessel is what's going to be the cause of an accident.
I'd say that calling either "more dangerous" than the other is a little ridiculous, both should be treated with the same cautions, and both are quite stable when doing so.
