Well coming from my experience with CO2 from paintball though maybe it does not apply to this much

The gun can perform in cold weather, your FPS will be lower but it can still shoot, but if its too cold you will be able to shoot except your gun may frost up. Thats from my paintball gun experience

So in theory CO2 should be able to perform better than propane as I noticed when playing in Defcon that a slight cold temp GBBs don't seem to perform up to par a CO2 mag which was shooting full blast
