There can be a countermeasure like there was in battlefield 2 (most of these ideas are inspired from random games) the launcher can transmit an infrared signal all the time, that would set off an alam in the target vehichle when the launcher is pointed at it. But without any lock on timing, it would be hard to get out of range or vehicle before vehicle goes pop. But with a timer and "locked on" alarm, the driver might be able to get away from the vehicle or drive behind a tree.
Also thats the reason why only qualified people will be able to drive, someone that is new on an ATV can easily panic when locked on and run over someone.
