Im going to take a shot at it as im not really sure, but basically with the Issue BDU's. The pants have an extra internal pant leg that is a about the same length if not a bit longer than the outer pant leg. Its meant to be tucked deep into the boot or your socks if you want. Basically, its to keep shit outta your feet/toes and from things going up your leg like bugs/ect
