You don't need to spend more than $100. The problem with your accuracy is probably your hopup rubber. The Madbull one is, as you said, horrible. Replacing it should clear things up.
As for your BBs, it's because you're using a tightbore. Cheaper BBs are more inconsistent in size and smoothness, so they tend to work terribly in tightbores, sometimes even getting stuck. One should always stick to higher end BBs. They're better for accuracy, even in stock barrels.
If you want to increase your effective range, you can try shooting slightly heavier than 0.25g BBs as well. Although they travel slightly slower than a lighter BBs, they carry the same amount of kinetic energy. Better yet, because they're heavier, they are a lot less sensitive to cross wind. The result is tighter groupings.
