I'd say no to the file, if its anything that nearly off just getting the paint off the threads would be your answer, in that case a good SOFT wire brush on a stand alone grinder and just gently touching it ((not holding it hard against it)) and getting the paint off. If its different very noticibly, you'll be wanting to find a tap for the proper threading, that could cost ya though.
