As far as I know, nobody sells JUST the upper receiver.

But I do recall someone mentioning at a game that I attended a few weeks ago that the LOWER RECEIVER is really the only "illegal" part (the only part you can't import without a permit) of an M4 metal body. So you could always buy a metal receiver from an HK retailer (G&P metal bodies are like $100 there) and just ask the retailer to send you the upper reciever ONLY.

Of course i'm not 100% sure on the law so I would ask around and do some more research to FIND OUT FOR SURE if it's legal to import upper receivers first.
