That's just a general rule for a setup that shoots over 430fps. Inefficiencies in the air seal lose more air at that velocity than lower velocities, and as such, bore-up kits are required.
btw, I did have a bore-up kit in my SPR, along with an M130 spring to properly power through that 590mm 6.03mm tightbore.
good luck getting a 590mm inner barrel for your M14. I haven't seen any in production from the big manufacturers (KM, Prometheus, Systema).
It's possible that PDI or some other smaller barrel manufacturer makes them.
