Most police agencies that use GLocks use the Glock 23, which is a 19 sized gun but in .40S&W (close to .45ACP power in a 9mm length package).
Regarding the two, it's really a matter of preference. The Glock 19 by KSC is the most reliable Glock made by them, has more metal parts and a much better made frame. Upgrade/replacement parts are much easier to find, and the Glock works well and keeps working well in sandy environments. And it's much easier to find gear that will holster the gun and mags. And even stock and on propane, if you add an enhanved recoil spring, this gun has a very fast and crisp cyclic rate.
The KSC Mk23 is a sluggish beast (as far as shooting it goes, long and slow slide travel), still a pretty cool gun, especially that you can fire it in NBB mode (load a BB from the mag, drop the hammer, fire it in double action......... BB rips outta there but the slide doesn't move, making it a very quiet gun). I'd love to have one simply because of this fact.
