Your shim stacks may have placed your gear set riding on a plane higher than normal, and caused the sector gear to press the tappet plate against the gearbox shell. If your gears are free moving, take out a common denominator of shims from the lower stacks.

There are no specific shimming "guides" available, and even the shimming diagrams all come with a warning (almost always in Japanese) stating something along the lines of: "This diagram is to be used only as a reference guide. Your specific gearbox setup may require some fine tuning. Installation to be done by expert only."

Any generic shimming guide should work for yours.
