From the info I've read, and the photos I've seen, from the outside, the air nozzle looks exactly the same. The difference is only noticed when peering in to the exit hole.
Tanaka Works' web site also shows an aftermarket part that is given to Japanese M700 owners that allow them to retrofit their gun to meet the new law requirements. These schematics show just a nozzle obstruction as a flow restrictor.
.. I don't see how boring out a cylindrical object will remove half the length? You're only opening up the inner diameter...
