Have you tried walking down to the offending player and explainning to him what just happenned? Without shouting and cursing!?
Have a witness with you.
I know you are in a small comunity, but if the problem is well known by everyone, they will stop looking up to them or games, espacially if you start hosting them yourself.
That's how we work here. We don't make a fuss on the field. If it does not workout after we have explained ourseft, we just avoid the cheaters.
In the end, it's a game. If you don't have fun when playing, you are in the wrong place at the wrong time with the wrong people.
