Are you sure this channel is actually broadcasting anything other than the beep? Have you tried other weather channels? Literally, for my TH-G71a, I just punch in the frequency and it's done. You only have to program it if you need to recall it, but if you remember the frequency, just punch it in any time you're ready.

Did you try punching in the frequency outside of the program mode?
