Do you have any documentation to support your claim that someone cannot ship EOTech sights across the border? That dosen't seem to make sense to me...

There are people who can ship them across the border, but your average joe eBay seller cant (not legally). You need an export license. If you look on eBay you will see almost every seller says that due to federal law, they cant ship internationally. While this isnt "proof", a lot of them are actual retailers, who I assume know what they are talking about. I'll try to find actual government documentation though, if thats not good enough for you.
