I think that we can run games like part of a bigger plan... A win or loose cause consequences for the next game... or immediate repercussions. It can be for the starting ammo, respawn time (if any!), hidden weapons... (Imagine people starting with nothing or only pistol, again a more equiped enemy, and must find a weapons cache or something)... bring a 45gal from one point to a another...

I don't know... I think that people can come up with some reallistic (and fun too!) ideas to make a good simulation despecting the emergency of living in the aftermath of a nuclear exchange...
