Not knowing who can modify guns means a few things; none of those guys on the list are near you, you did zero research during your year here, or you never meet anyone.
When you go to games, do you ask questions? Where do you think the players in your province get upgrades?
Even if there's nobody on the list, the odds are good there's someone local to you if you do some research.
