Red-dot sights are not lasers. They use an LED.
On what gun did you install that?
Sounds like a lot of unfamiliarity with adjustments. Ask one of the local players to assist you. If the dot is on top, the gun will shoot extremely low.

If the scope itself is screwed or extremely low quality, you unfortunately get what you pay for.
