Sorry, I will clarify.
The lever is a de-cocking lever.
"That is the way it is supposed to be..." was refering to the hammer not being fully de-cocked as if it had been dry-fired.
I meant that having it not de-cock completely can be handy as the hammer will stick out a little bit further giving you more surface area to place your thumb over to pull it back into a cocked position in a hurry.
