All the VSR-10's are quiet until you upgrade them. I've personally owned a VSR-10 and it was a nice piece of kit. It worked well in the laser trek arena and out at Weekend Warriors. For the price, I think it would be your best option. Now, when we're talking about your criteria, there are several problems. 320fps isn't really allowed in the indoor arena in calgary. It's 300fps firm from what I've seen and heard. My VSR-10 shot a good 292fps on average before I upgraded it. Also, rail mounts don't come stock on the VSR-10. If you're refering to a rail upon which you can mount a sight, I believe the G-Spec version comes stock with one. If you're wanting other rails, you can simply buy a G36c rail kit and do a little bit of body work on the VSR.
The VSR-10 would be the best gun for your price range. Everything else is either too expensive or too crappy.
