don't use any fuse larger than 15 amp. they are rated to deliver 600% for 1 second (to allow for motor startup) and there is no need to increase it. ever. did you try charging your battery and make sure it has a full charge? if so this is the problem: you are experiencing a condition known in the motor world as a locked rotor condition. something is physically stopping the motor from turning (broken gear possibly. you'll have to open up the gearbox to find out. have a pro do that for you). if you increase the fuse size you will make matters worse when you burn out your motor windings (current squared x resistance). then you'll have to get a new motor as well as fix your gearbox problems. however a discharged or nearly discharged battery will give you the same symptoms as you describe. the motor will try to turn and you can feel it in the handle, but there is not enough current to complete startup so the movement stops without really turning the motor at all. it just sort of "wiggles".
