I'm using a repro tac vest from UTG now (originally a Halloween costume piece) but when that breaks I will probably go to a belt only setup. I have a 1.5" nylon belt I picked up at my local surplus store too. Can that be used inside a padded belt, or even on its own to mount pouches?

I'd say the gold standard would be a Ronin Tactics belt; low profile, no slipping, very stiff, has PALS/MOLLE webbing. It's expensive, but there are some cheaper alternatives floating around.
As for your nylon belt, it depends on what type it is. A rigger's belt might or might not be stiff enough to mount things to, whereas if you have a duty belt, it's designed to be load bearing (this is what police use). And yes, typically you'd be running a rigger's belt inside of a outer load bearing belt.
