Just use sandpaper. Grab some 100 grit to remove the paint, then some 1000 or 2000 grit to give it a sheen. Sand in only one direction. Grab yourself some metal polish and a buffer attachment for a drill(6 bucks on amazon). Go to town and you'll have yourself a polished silver barrel.
