The fact that it's programmable doesn't mean it needs to be programmed before use.
Before programming, consider that it likely comes with default factory settings that will let it function perfectly with other Baofeng radios. My BF-777S talks to a few of my other radios (Baofeng, Sylvania and Motorolla) just peachy, outa the box.
