it depends on the model of hop up... but if the wheel is really loose (turns back to a position itself or doesn't even hold a position) it's provably broken. A broken hop up can be a reason for erratic shots. But you are talking about two different problems here. One electrical (im quite sure is the selector plate) and the other is the hop up.
