Your question has 2 parts - as Azathoth explained the IR hop is meant to be resilient and stable in cold temperatures than the R-hop. If you're playing in warmer climates it doesn't make a difference - installed correctly.

The ER hop vs standard R-hop allows a longer contact length at the expense of extensive modification of your hop-up unit. With this extended contact patch, less hop needs to be applied which theoretically = less FPS loss due to hop. It will also = longer dwell time of the BB = better round stabilization.
