Get a few people together, build a course and start running it.
Take Toronto's BA certification course.... no one "gave" them permission to start running it. Some people got together and started running it, talked to local fields to have it enforceable, and everything fell into place.
A qualification like that becomes "legit" simply as a matter of course over time, as there are no governing bodies to oversee these courses.
So get out there and make it happen, 'cause no one else is going to take care of it for you.
