Looks like a safariland mid ride belt loop adapter aka UBL thats has the battle belt fed through it. Keep in mind some battle belts are only molle with attached plastic buckle ends, whereas others have an under belt slotted through it. That one seems like the second type with a cut-out to accept the holster.
