Its mostly a liability thing, if somebody under 18 was injured by being shot with an unregulated firearm it could easily turn bad on the legal side of things. (no amount of waivers can change this)
I just don't feel right shooting people who can't legally give consent to be shot, and yeah some of them have some maturity problems.
