As a former Twilight 2000 player I was looking at the old scenario books I had and thought about putting together is very doable scenario for the modern air softer. The Cold War would be replaced with something more updated. Ideas that could be used for a back story to be tweaked could vary from a massive financial collapse, an epidemic that sweeps the world (one that does not turn people into Zombies) or maybe a solar flare that knocks out the worlds power grids. these are based on events that have happened such as the Quebec power disruption in 2006, The Influenza Epidemic of 1919 and the Mortgage crisis in the US. In the end something big happened to send things into disorder and survival is key which is what Twilight 2000 was all about.
Twilight 2000 scenarios could fit in to a modern back story as mentioned above. An idea could be the military is trying to reestablish government control so the weapons stay the same but patrols are put out to quell petty warlords and assist towns rebuilding. A local gang leader turned war lord could have a stolen museum artifacts and you have to get them. Disruption in medical supplies need an escort etc.
