That certainly is a bizarre problem. The only thing I can think of is that the extra pressure being applied to the nozzle is causing the tappet plate to be ever so slightly bent causing it to interfere with the cutoff leaver. My recommendation is to lightly sand the interfering surfaces to create a small (less then 1mm) gap between the two. Just my two cents, it's hard to tell without having the thing in my hands.
