It took 4 hours of sanding in that little spot, but now I can finally rack the bolt if I hold the gun with my knees and pull on the charging handle with both hands.

if u took out the bolt catch and still having the same issue, its probably not the bolt catch then. I think its because of "Figure 9.0". Since the height is slightly shorter, its applying alot of pressure on the hammer preventing it from being cocked. However, if it is cocked down already, the bolt can glide over it.
