IIRC the wearing of the small pack on the left hip and the bayonet frog by the left breast was common with British Airborne soldiers. This allowed you to sit in a glider comfortably. The bayonet on the left breast was allegedly there so it wouldn't poke the glider fabric.
Small Pack is to be snug on the left hip. It is held there by attaching the Small Pack's side fittings to the X braces (aka p37 web suspenders).
