Mostly lighting, but there is a small difference between the two due to the dying process. I have bits and pieces in both, and the Tru-Spec is much more comfortable, especially in hot weather.

The best comparison I can make is that the Propper seems as though it were 'printed' on one side of the fabric, whereas the Tru-Spec was dyed 'into' the fabric. I doubt that makes any sense technically, but whatever Propper did, my stuff feels a bit like snow pants rather than the usual texture of rip-stop or twill.

My $0.02: get the Tru-Spec. Hope that helps.
