I may start using a volt meter and checking the leads from the radio to the PTT switch then continue to test the rest of the leads until i found a dead lead.
Then i would test the dead lead while depressing the PTT switch to see if it becomes active.
once you find the dead lead at least you will know where the fault is and witch part/area the work/fix needs to be done.

But not transmitting it would have to be in the radio to PTT to mic some where.

Sorry i cant go into details best i can do to explane it online.
